Police say 32-year-old Frank J. Lucero was in the parking lot of the Wal-Mart store on Gulfport Blvd. S. at a stop sign directly facing the front of the store. A witness, who was in a vehicle behind Lucero, told deputies they noticed Lucero was not moving. The witness blew the horn, flashed the lights and when the vehicle still did not move, drove around it. The initial call came in at approximately 3 a.m. Thursday. Two vehicles were involved, with one being found unoccupied when officers arrived on the scene. It appears the driver and any other possible occupants of that car had already left the scene. The second vehicle was found engulfed in flames with three occupants inside. The Sheriff’s Office says deputies noticed a dark colored Chevy Silverado parked along the tree line of Gandy Beach on Saturday night. Investigators made contact with the suspect, 24-year-old Charles J. Tapp, and discovered several needles inside the truck. During their investigation, deputies saw items that indicated the truck was possibly being used to manufacture meth. Two info-swiping devices were found at a pair of gas stations along Roosevelt Boulevard in St. Petersburg, and along Walsingham Road in Largo. Customers, like Ashley Pelegrin, say they’re concerned. And police say she may have good reason.
